Azerbaijan relies on three carriers: Azercell (the leader), Bakcell and Nar. 4G is excellent in Baku and solid along the main roads, and internet penetration exceeds 85 % (source: ITU DataHub, 2024). Outside the EU roaming zone: without an eSIM, data is billed at international rates.

  • Excellent 4G in Baku (old town, Flame Towers, seafront) and on the Baku-Gobustan axis. Good coverage in Ganja, Sheki, Quba and Gabala. In the Greater Caucasus (Khinalug, Laza), signal is limited to the villages: high-altitude tracks are out of coverage.
  • Average mobile speed around 40–70 Mbps download (Ookla, 2025), with 5G peaks in Baku.
  • Mainstream services work: Google, WhatsApp, Instagram, YouTube, Netflix. WhatsApp is the dominant channel for reaching guides and hotels.
  • Handy for Bolt and Uber in Baku, Google Maps on the Sheki road, F1 Grand Prix tickets and excursion bookings (mud volcanoes, Gobustan).
