Internet in Ukraine: everything you need to know
Despite the ongoing war, Ukraine maintains over 85% internet penetration and 4G mobile coverage exceeding 90% of controlled territory (source: ITU DataHub, 2024). Kyivstar, Vodafone Ukraine and lifecell share the market, showing remarkable resilience despite recurring power cuts tied to the conflict.
- ●Dense 4G coverage in Kyiv, Lviv, Odesa, Kharkiv, Dnipro, Ivano-Frankivsk, Chernivtsi and along Ukrzaliznytsia's main railway lines. Operators have restored most civilian infrastructure in controlled areas. Scheduled power cuts (since 2022) can affect mobile signal intermittently : operators deployed generators on strategic sites.
- ●Average mobile speed ~25–45 Mbps download per Ookla (Q1 2025) : variable depending on outages.
- ●No Western services blocked in controlled areas : Google, WhatsApp, Telegram, Instagram, X, YouTube, Netflix work normally. Telegram is overwhelmingly dominant in Ukraine (news channels, contacts, air-raid alerts).
- ●Great for Diia (Ukrainian government super-app, digital documents), Bolt and Uklon (taxis), Nova Poshta (ultra-fast delivery), Privat24 / Monobank (mobile banking) and the Air Alert app (air-raid alerts : ESSENTIAL).

Price per GB in Ukraine: what our data shows
According to the Datadopt Observatory, the lowest price per GB recorded in Ukraine comes down to 0.10 €/GB, across a sample of 1,649 fixed-volume offers retained for the measurement. Frequently asked questions
Does the eSIM really work in Ukraine?
Yes in controlled areas. International eSIMs connect to Kyivstar, Vodafone Ukraine or lifecell on entry via the Polish border (Medyka-Shehyni / Korczowa-Krakovets crossing, Przemyśl-Lviv train) or via Chișinău (Moldova).
Is there signal during power outages?
Operators keep strategic sites running with generators and batteries. Scheduled outages (announced by Yasno/DTEK) may slow the network locally. During air-raid alerts, services typically remain available. Pack a power bank and download content offline.
How much data for 1 week in Ukraine?
Plan 3–5 GB for 1 week : Maps, Telegram (heavily used), WhatsApp, cloud photos, Air Alert (low consumption) and some streaming. More if you do video calls.
Can I use my European plan in Ukraine?
Ukraine is NOT in the EU roaming zone : roaming is charged at premium rates (up to €10/MB). Some EU operators offer "Ukraine solidarity" plans : check. A Ukraine travel eSIM is still much cheaper.
Can I share the connection with other devices?
Most Ukraine eSIM plans allow hotspot : the field is listed on each Datadopt offer detail page.
